When an especially ruthless faction of the Russian Mob infiltrates New York City and South Florida in the late 1970s and takes over the lucrative drug business, the local police and even the FBI seem helpless to stop them. It is up to a spunky Romanian widow and a determined Irishwoman (a surprising pair) to go underground to undermine the mob and put a stop to a crime wave that is terrorizing Miami and has taken the lives of two loved ones.
